As globalization continues to deepen, more people are choosing to study, work, or migrate across national borders. As a result, the question of how an overseas degree is understood and recognized in another country has become a matter of growing public concern.

In fact, there is no single, unified “international academic credential recognition center” in the world. At present, the recognition of foreign degrees generally falls into two broad categories:

The first is the mutual recognition of degrees and diplomas between countries through administrative agreements;

The second is Independent third-party credential evaluation organizations assess or recognize foreign academic qualifications.

Different countries have their own credential evaluation systems. In the United States and Canada, WES is one of the most commonly used organizations. In the United Kingdom, the main system involves UK ENIC. In China, the relevant service is primarily provided by the Chinese Service Center for Scholarly Exchange under the Ministry of Education.

United States and Canada: WES

The role of WES is not simply to declare whether a certificate is “valid” or “invalid.” Instead, it assesses the approximate level of a foreign academic qualification within the education systems of the United States or Canada.

For example, an overseas qualification may be evaluated as comparable to:

An undergraduate degree, graduate-level study, a master’s degree, a doctoral degree, or another form of higher education qualification.

WES evaluation reports are commonly used for university applications, employment screening, Canadian immigration, professional licensing, and academic background checks conducted by employers.

WES is, of course, not the only credential evaluation organization operating in the United States and Canada.

Different universities, immigration programs, professional associations, and employers may accept reports from different evaluation agencies. Applicants therefore need to confirm the requirements of the receiving institution before deciding which organization to approach.

United Kingdom: UK ENIC and International Qualification Comparability

The United Kingdom operates a somewhat different system.

When an overseas qualification enters the British education or employment system, one of the most commonly used evaluation channels is UK ENIC, whose services are operated by Ecctis.

Applicants may apply for a document known as a Statement of Comparability.

The main purpose of this document is to indicate the level at which an overseas qualification may be compared with the UK education system. It may be used for employment, further study, professional registration, or credential checks by employers.

For certain visa, immigration, or English-language assessment purposes, applicants may also need to use other specialist services provided by Ecctis.

Like WES, UK ENIC does not automatically classify every qualification issued by a legitimate institution as equivalent to a bachelor’s, master’s, or doctoral degree.

The final assessment generally depends on the legal status of the qualification, the structure and level of the program, the requirements for its award, and the supporting documents submitted by the applicant.

China: CSCSE Credential Recognition

In China, what is commonly referred to as the recognition of overseas academic qualifications generally means the credential recognition service provided by the Chinese Service Center for Scholarly Exchange under the Ministry of Education.

The subject of the assessment is not every certificate issued by a particular institution. Rather, it is the specific qualification and complete study experience of an individual applicant.

This distinction is essential.

The fact that a university genuinely exists does not mean that every certificate it issues will necessarily qualify for recognition by the Chinese Service Center for Scholarly Exchange. The status of the institution, the nature of the qualification, and the individual’s actual course of study are three separate issues.

A certificate records an educational and learning experience. Third-party credential evaluation explains where that experience stands within another country’s education system.
